Yes. Cara works for animal shelters and rescues anywhere in the world. You can register from any country, choose the currency your donations and adoption fees are shown in, and run your public adoption portal for your own area. Cara was built in Ireland and most of the rescues using it today are Irish, so a few defaults lean that way, but nothing about signing up is restricted by country. Subscriptions are billed in euro (€34.99/month) wherever your shelter is based.
